Continuity of government - COG
What are the four phases of continuity?

1.      Readiness and preparedness

2.       Activation and relocation

3.       Continuity operations

4.       Reconstitution.

From the Federal Continuity Directive -1 and  2
FCD-1 requires Federal Executive Branch organizations to incorporate continuity requirements into their daily operations to ensure seamless and immediate continuation of essential functions. Continuity planning will occur simultaneously with the development and execution of day-to-day organizational programs.

Devolution – process of designation and transfer of authority from one staff/facilities to another staff/facilities for continuity of government (COG).
To activate requires catastrophic emergency rendering primary staff ineffective.

Reconstitution – reestablishment of government.

National Emergencies Act

12/19/2019 – SPACE FORCE ESTABLISHED.

3/2020 – E.O.13912 declares covid national emergency. On March 13, 2020, by Proclamation 9994, the President declared a national emergency concerning the coronavirus disease 2019 (COVID-19) pandemic. It was ended in April 2023 by Biden.
